The global economic downturn has left network operators looking for ways to reduce CAPEX and OPEX without compromising service for their subscribers. Outsourcing services is a way for operators to maintain the highest quality of service and, at the same time, reduce overhead.

In line with recent trends and to accommodate operator requirements, Starhome announced today that it is unbundling its managed service offering to allow mobile operators to select a combination of managed services most suited to their needs. Starhome Files Patent Infringement Lawsuit

Zurich, Switzerland; 2 June, 2010 – Starhome®, the leading provider and acknowledged driving force of roaming services for mobile network operators, today announced that it has filed a patent infringement lawsuit against Roamware, Inc., AT&T Mobility LLC and T-Mobile USA, Inc., in the United States District Court for the District of Delaware.

Starhome’s Complaint alleges infringement of Starhome’s patents by defendants’ provision of international roaming wireless telephone services to subscribers and telecommunications companies. The Complaint accuses the defendants of infringing United States Patents 6,920,487 and 7,231,431, each entitled “System and Methods for Global Access to Services for Mobile Telephone Subscribers.” Starhome is seeking damages and a judgment enjoining further infringement.

“Starhome’s products and services provide innovative wireless mobility solutions to enhance international roaming,” said Neta Bloch, General Counsel of Starhome. “Starhome appreciates the significant value our patents confer to our business and intends to aggressively protect our rights.”

The Patents cover the core technology of the Starhome® Intelligent Call Assistant® (ICA) solution and the Starhome® Home Short Code™ (HSC) solution, among other services.

The Starhome HSC solution is one of the first and most fundamental roaming solutions of the VHE (virtual home environment) concept. The seamless, feature-rich solution can convert unrecognized home short codes into valid phone numbers and provide mobile operators with a basis to increase their revenue potential from both the inbound and outbound international roaming market.

The Starhome ICA supplements the HSC solution. ICA overcomes international dialing difficulties by automatically correcting or completing misdialled numbers. As the majority of these calls are never redialed, ICA significantly increases roaming revenues for operators. ICA has a rich user interface that, among other capabilities, can allow combinations of seamless call completion, native-language voice interaction and post-dialing SMS notification, and support for prepaid or postpaid communities with respect to both inbound and outbound roamers.

Starhome Awarded Celtic Bronze Excellence Award for its Contribution to EnComPAs2 Project

ZURICH, 05 May, 2010 - Starhome®, the leading provider and acknowledged driving force of roaming services for mobile network operators, shares the Celtic Bronze award with the five project partners in the EnComPAs2 Project. Starhome contributed its IMS connectivity technology for the project which includes mobile services such as smart call routing between GSM/UMTS and Wi-Fi. The project also includes Starhome’s advanced SMS to voice solution for motorists. The advanced solution, accredited for its contribution towards road safety, captures an incoming text message and converts it to a voice call, leaving drivers to concentrate on the road.

The Starhome concept links mobile networks and (extended) home networks for the first time, enabling mobile operators to provide value added services for the home, the car and other home surroundings. The implementation combines the Next Generation Network architecture, consisting of LTE (Long Term Evolution)/EPC (Evolved Packet Core) which embeds the IP Multimedia Subsystem (IMS), and a home/car residential gateway. Starhome is providing the LTE/IMS connectivity for the project, including mobile services such as smart call routing between GSM/UMTS and Wi-Fi, depending on the user location.

As part of the Celtic EnComPAs2 (Enabling Community Communications – Platforms and Applications project, the consortium team developed an innovative concept of services for the “extended home.” This environment includes the home, the car and other remote sites acting as a virtual home environment, enabling remote access to home content such as videos, photos, music and other media.

Celtic is a European R&D programme that initiates and runs privately and publicly funded Information and Communication Technology (ICT)/telecommunications R&D projects. EnComPAs2 is being led by Telefonica I+D (the research division). Consortium members include Acciona Infraestructuras and Ikerlan from Spain, and TNO ICT from The Netherlands.

Illegal Anti-SoR Tools still in use at Operators

Anti-SoR (steering of roaming) is defined as any tool that can block update location messages from reaching the steering platform by sending misleading signalling to deceive the steering application. Anti-SoR practices not only result in a substantial loss of revenue for operators, it also disrupts subscriber services by not supplying the optimum services given by the home network operator. The continued and widespread use of illegal Anti-SoR practices has led operators to block roaming agreements if Anti-SoR practices are being employed.

To identify potential Anti-SoR activities, the home network operator must instigate a lengthy three-phase manual process that includes a daily examination of roaming revenue distribution, signal tracing and testing.

The Starhome® Anti-SoR Detector™ continuously monitors traffic statistics and allows the operator to detect potential revenue leakage by identifying Anti-SoR activities such as the blocking of update-location messages from reaching their steering of roaming platform, locking roamers into a network, and simulation of manual selection. Starhome’s Anti-SoR Detector has built-in logic to identify exceptional drops or peaks in traffic statistics as well as unexpected signaling. Upon detection, the Anti-SoR Detector has the ability to apply resistance signaling to defeat Anti-SoR attempts as well as trigger the appropriate alarm to the operator. Consensus between Mobile Operators Approves Use of Gateway Location Register (GLR)

Since inbound traffic provides the visited network operator (VPMN) with the bulk of total roaming revenue, any loss of inbound roamers causes an immediate impact on the balance sheet. The Starhome® Gateway Location Register™ works by providing a mechanism for aggregating individual MSCs (mobile switch control) to reduce the MAP (Mobile Application Part) signalling between the HPMN (Home Public Mobile Network) and the VPMN (Visited Public Mobile Network). In 1999, Starhome applied for a patent for the Home Short Code solution, one of the first and most basic solutions of the VHE (Virtual Home Environment) concept. The Home Short Code is a seamless, feature-rich solution that converts unrecognized home short codes into valid international formatted numbers and provides the mobile operator with a basis to increase its revenue potential from both the inbound and outbound roaming markets. In addition, the Starhome® Home Short Code™ solution supports CLI delivery for both inbound and outbound roamers and is not bound to a specific international carrier.

Shai Ophir, Starhome’s Intellectual Property Manager added: “It has taken 10 years for Starhome to receive a patent for the Home Short Code solution. The prolonged process involved extensive examination before the patent could be granted.”

More than 100 of Starhome’s customers have already deployed the Home Short Code solution that allows both inbound and outbound roamers seamless access their home VAS (Value Added Services). When an inbound international traveler dials a short code that has not been defined as a valid local short code in the mobile operator’s MSC (mobile switching center), the call is transferred to the visited Starhome IntelliGate™ platform for processing. The IntelliGate analyzes the validity of the short code in relation to the caller’s home country and HPMN (Home Public Mobile Network) and with respect to the roaming network short codes and dialling rules. Finally the IntelliGate converts the dialed short code into an internationally formatted number and routes it back to the visited network MSC.

The Home Short Code is a complete service that supports postpaid and prepaid market segments for both CAMEL and Non CAMEL. The solution can also be used for one roaming segment only.

Starhome Joins Forces with a European Consortium to Share its Wealth of Knowledge about Roaming for a Public Safety Communications Project

Zurich, Switzerland, March 2, 2010 – Starhome®, the leading provider and acknowledged driving force of roaming services for mobile network operators, today announced that it is participating in the CELTIC FT-PSC (Federated Test bed for Public Safety Communications) Consortium. The project is focusing on public safety and disaster management and includes developing communications among national operators during emergency situations.

The FT-PSC project is addressing the lack of existing public safety communications and information systems interoperability and the effect it has on emergency response times during an emergency situation. Currently, establishing direct roaming relations among national operators is problematic, as competitive operators do not generally have bilateral roaming relations. However in an emergency situation, if one network crashes or does not have coverage in specific area, other networks should provide backup. The Starhome® Roaming Broker solution for new generation networks will be developed in the project as an alternative to bi-lateral operator roaming agreements.

Zurich, Switzerland; February 15, 2010 – Starhome®, the leading provider and acknowledged driving force of roaming services for mobile network operators, today announced that on the 3rd of March, 2010, the European Patent Office will grant a patent for its Roaming Voicemail Tromboning Technology. The solution will not only increase operator revenue, but will also reduce subscriber costs, two major concerns for mobile operators.

Tromboning occurs when two unnecessary international calls are forwarded back home while the subscriber is roaming. The new regulation states that operators will no longer be able to charge subscribers for voicemail deposits that are forwarded back home while roaming within the EU. Without Starhome’s Optimal Voicemail Deposit solution, operators will either have to cover the costs for the trombone call or disable call forwarding for subscribers, both of which will lose them revenue, and subscribers.

“Sparx, an interactive roamers’ marketing and relations management tool, will revolutionize roaming mobile advertising by providing mobile operators with the information and means necessary to accurately target and serve outbound roamers,” said Amit Daniel, Vice President of Marketing for Starhome. “Real-time reporting and analysis, as well as micro-segmentation, will enable mobile operators to know the optimal times for contacting outbound roamers. One of the major problems faced by mobile operators today is that the roamer’s visiting period provides a limited window of opportunity for communicating with outbound roamers and generating revenues. This problem is exacerbated by reliance solely on static segmentation and campaigns not based on roamers’ feedback during their visits. Current solutions do not use the history of specific roamers as the basis for upcoming campaigns and utilize a limited number of triggers and events during the visit.

Information about roaming subscribers’ movements and behavior patterns, together with their roaming usage, is accumulated by Sparx from a range of sources. Sparx then generates dynamic and logical follow-up marketing campaigns for each roaming subscriber. Campaigns are created and sent when multi-triggers are received that are based on the roamers’ attributes and events.
